Snowmobiles are vehicles in Finnish law, not toys, and the rules for driving one are set out by the Finnish Transport and Communications Agency Traficom and in the Driving Licence Act. Guests often ask us what those rules actually are, especially when they have seen different answers online.
Below we summarise what the official Finnish sources say, and then explain how we apply it on our own snowmobile tours in Rovaniemi – where, for your safety, our requirements go further than the legal minimum.
In short: according to Traficom, you may drive a snowmobile in Finland from the age of 15, and on official snowmobile routes and road crossings you need a T-category driving licence. Under the Driving Licence Act, a normal car licence (category B) and motorcycle licences (A1, A2, A) also include the T-category right. The drink-driving limit is 0,5 per mille. On our own tours the rule is stricter: to drive one of our snowmobiles you must be 18 or older and hold a driver’s licence; passengers do not need one.

What the law says about age and licence
Traficom’s guidance for snowmobile drivers is short and clear. You may drive a snowmobile once you have turned 15. On official snowmobile routes (moottorikelkkareitit) and when crossing a road, you need a T-category driving licence.
The T category is defined in the Driving Licence Act (386/2011). Its list of licence categories places snowmobiles and heavy snowmobiles, with the trailers attached to them, in category T. The same Act states that licence categories A1, A2, A and B also include the T-category driving right – which is why an ordinary car driving licence covers driving a snowmobile on an official route.
Off the official routes, in the terrain, Traficom’s guidance says you may drive only with the permission of the landowner or land holder. That is the reason organised snowmobiling in Lapland takes place on routes and on land where the operator has the right to drive.

Alcohol: the same limits as on the road
Drink-driving rules apply to snowmobiles just as they do to cars. Traficom gives the limits as 0,5 per mille for drink-driving and 1,2 per mille for aggravated drink-driving.
Our practical advice is simple: keep the glühwein, beer or sparkling wine for after the tour. A snowmobile ride in winter darkness or on a frozen lake calls for a clear head, and the legal limits leave very little room.
Helmets, passengers and speed limits
Traficom lists several other rules that apply to every snowmobile driver in Finland:
- Helmets: a helmet is compulsory for both the driver and the passenger. Passengers in an enclosed sled pulled by a snowmobile are the exception.
- Passengers: a snowmobile may carry one passenger, provided it has a seat and footrests for them and its registration allows it.
- Speed: at most 60 km/h on land in the terrain, at most 80 km/h on ice-covered water, and at most 40 km/h when the snowmobile is pulling a sled carrying people.
- Registration and insurance: snowmobiles must be registered and have valid traffic insurance.

How this shows up on our tours
On all of our snowmobile tours – the Arctic Snowmobile Tour on Private Trails, the Wilderness Snowmobile Safari and Frozen Trails: 1-Hour Snowmobile Ride at Lapland Winter Park – the booking conditions set the same driver rules:
- If you want to operate a snowmobile, a driver’s licence is required.
- You must be 18 years or older to drive a snowmobile.
- Passengers do not need a licence – for example Twin drive passengers, or children riding in the sled.
- Before setting off, our guide gives detailed instructions on how to operate the snowmobile safely – the FAQ of our Private Trails tour adds that no previous snowmobiling experience is needed.
- Helmets and balaclavas are part of the equipment we provide, together with warm winter clothing.
So while the law allows a 15-year-old to drive in some situations, on our tours the driver is always an adult with a driving licence. We think that is the right standard for guests who are often driving a snowmobile for the first time.

Children on our snowmobile tours
Children can still come along. Our booking conditions set the rules by height rather than age:
- A child who is 140 cm or taller can sit on the snowmobile as a passenger, paying the adult’s price.
- A child shorter than 140 cm travels in the sled pulled by the snowmobile, which is driven by our guide.
- Children under 13 years old must be accompanied by adults paying the full price.
For small children the weather also matters: our tours may be cancelled or rescheduled in extreme weather conditions. On the Arctic Snowmobile Tour on Private Trails and the Wilderness Snowmobile Safari, the temperature limit is −35 °C, and −25 °C for small children.
Liability for the snowmobile
Because you are the driver, you are also responsible for the machine. On our tours the maximum self-liability with the snowmobile is 900 €. You can buy a waiver for 25 €, after which the self-liability is 250 €. The waiver can be bought online, and on some tours also on the spot – the product page for each tour states which.
Which of our snowmobile tours to choose
The Arctic Snowmobile Tour on Private Trails (from 99 €, 3 hours) includes about one hour of driving time and takes you to a family-owned snowmobile base by a frozen lake. Pick-ups within 10 km of Rovaniemi city centre are included, and the page’s FAQ gives the start times as 9:00 and 15:00 daily.
The Wilderness Snowmobile Safari (from 199 €, 5 hours) is for those who want more time on the snowmobile: about 2 to 2,5 hours of driving, with local food and drinks by an open fire along the way.
Frozen Trails (from 99 €) is a shorter ride at Lapland Winter Park with approximately 45 minutes of driving. Note that it has no pick-up or drop-off – you meet us at the park.
All of them are listed on our snowmobile activities page, and our article Snowmobile Tours in Rovaniemi for Families, Couples & Adventurers goes through them in more detail. If you are also hoping to see the aurora, read our Northern Lights season article.
